TOOLEVILLE, California — A State Water Board financial report documents a $1,560,000 planning agreement intended to advance the proposed consolidation of Tooleville’s drinking-water system with the City of Exeter. The funding is described in the board’s February 3, 2026 executive director’s report as an agreement executed in December 2025 for alternatives, engineering, environmental review and design.
What the money covers
The official table identifies City of Exeter as recipient under project 5410003-001P and lists the benefiting water systems as Tooleville and Exeter. The work is intended to plan an interconnection and help the systems meet California waterworks requirements, including capacity for existing demand.
Because the funding is for engineering and planning, residents should not interpret the sum as a report that a new drinking-water pipeline was completed or that taps now receive Exeter water. The State Water Board’s separate consolidation-tracking page still lists the Tooleville project as active and says the Department of Water Resources is funding an intertie and a new water source for Exeter.
Why this distinction matters
Small water systems may need a dependable additional source, treatment and a long-term operating structure. Planning work helps determine the technical route, feasibility, environmental impacts and likely construction needs, but actual construction and connection require their own milestones and verification.
Tooleville residents should request the latest project schedule, anticipated construction funding, expected service transition and plans for safe interim water directly from the City of Exeter, the Tooleville system and the State Water Board. The public documents reviewed for this article do not establish a connection date.
