TOOLEVILLE, California — Tulare County says its wastewater treatment facility serving Tooleville handles sewage from approximately 70 residential connections and 252 people. The county’s Public Works utility pages describe treatment and evaporation/percolation ponds and identify the contractor responsible for operating and maintaining the system.
Who maintains the facility?
The county contracts with Central Cal Waterworks, Inc. for operation and maintenance under state-certified wastewater treatment operators. Official information lists backup generator power and a 24-hour emergency response arrangement. These are wastewater operations, not a description of the Tooleville mutual drinking-water system, which has a different regulatory identity.
What to do if sewage overflows
Tulare County instructs residents to report a sewage overflow or urgent county sewer problem by calling 559-624-7000. During business hours, county Resource Management Agency utilities staff handle calls. After hours, the call service receives reports and contacts staff and the appropriate operator. If the failure is on the private portion of a service line, staff may direct a property owner to arrange repairs.
For an immediate threat to life, call 911 rather than relying on an administrative service request. Avoid entering standing sewage or attempting to clear a public-line blockage without qualified personnel. When reporting, provide the precise address or nearest intersection and the nature of the spill.
Why this information is practical
In a small unincorporated community, identifying the correct utility matters: a drinking-water complaint, a sewer backup and a blocked road can involve different responsible operators. The county publishes sewer system management plans so residents can examine how routine maintenance and overflow response are organized.
